For decades, Vietnam was a major importer of steel. Today, it is the largest steel producer in ASEAN, challenging global markets.
If you are sourcing steel from Southeast Asia, you must understand the rivalry between the two giants: Formosa Ha Tinh (FHS) and Hoa Phat Group (HPG).
Choosing the wrong mill can lead to quality claims or even anti-dumping penalties.


1. The Rivalry: Foreign Tech vs. Local Power

While they both produce steel, their DNA is completely different.

2. The "Origin" Risk: The Anti-Dumping Trap

This is the most critical risk when buying from Vietnam. The world (especially the US and EU) watches Vietnam closely for "Circumvention" (Transshipment).

⚠️ The Chinese Substrate Problem

  • Scenario: A Vietnamese mill imports HRC from China, paints it (PPGI), and exports it to the USA labeled "Made in Vietnam."
  • The Law: The US Customs considers this Tax Evasion. The product is still "Chinese" because no substantial transformation (melting) occurred in Vietnam.
  • The Solution: When buying Vietnamese steel for export to the West, you MUST demand a "Melted & Poured" certificate. Both FHS and HPG have Blast Furnaces, so they can provide this. Always verify it on the MTC.

3. Sourcing Strategy: Who Wins?

When to choose Formosa (FHS):

  • You need HRC for re-rolling (Cold Rolling) or automotive parts.
  • You need high-grade Wire Rod (CHQ) for fasteners.
  • You are exporting to strict markets (Japan, USA) requiring premium surface quality.

When to choose Hoa Phat (HPG):

  • You need Construction Steel (Rebar, Wire Rod) at the lowest price.
  • You need standard commodity HRC (SS400, SAE1006) for general pipes or structures.
  • You want massive volume availability (HPG's Dung Quat expansion is massive).

Expert Verdict: The New Hub

Vietnam is the only country in ASEAN with a complete steel supply chain (from Iron Ore to Finished Goods).
However, as their volume grows, trade barriers against them will rise.
Buy Vietnamese steel, but keep your paperwork (Certificate of Origin) perfect.
