4. The Buyer's Reality: Use an AVL
The era of simply "Buying from China" is over. Now, it is the era of "Filtering."
- Don't buy "Chinese Steel": That is too vague.
- Buy "Specific Mills": Maintain a strict AVL (Approved Vendor List). Verify if the mill supplies to global automotive or oil & gas majors.
- The Rule: If a mill is Tier 1, treat them with respect. If they are Tier 3 (unknown workshop), run away.
